He practiced law in Dayton Ohio serving in the Ohio House of Representatives He moved to Leavenworth Kansas in 1855. In 1855 Parrott became a court reporter of the first session of the Territorial supreme court. He was elected as a Republican to the Thirty-fifth and Thirty-sixth Congresses and served from March 4 1857 to January 29 1861.He died in Dayton Ohio.
